I got my hands on a Pirate Cruiser in my sandbox game and was looking forward to taking advantage of it's ECM strengths, but I can't seem to find any university that trains the basic use for ECM systems (and I've only seen 2 others that train more specialized ECM skills). Some of the abilities seem OP on paper, so I don't really mind if it's hard to find, I just want to know if I should keep going out into the galaxy in my super high LS shuttle, or if I'm missing something.

I don't know, if there's a rarity stat attached to specific skills deciding about the distribution of learning opportunities in Sandbox games.

The last time I played a Sandbox, I dug into the savegame's files for finding universities teaching skills I missed.
