miketsukamibo: Cool! If the framerate doesn't drop below 60 I have a few possible fixes in mind.
1. You could use vsync. For that, keep vsync on in game and remove the fps cap (that doesn't work for vsync). Then check in Nvidia control panel what settings you have. You could create a separate profile for aor if you don't want to mess up your general settings. I suggest trying different vsync settings like "vertical sync > adaptive (half refresh rate)". Make sure variable refresh rate (gsync / freesync) is disabled when using vsync.
Your monitor's OSD and software could also have settings that control the vsync / variable refresh rate settings, so see if that's the case.
2. In graphics options in-game try different fullscreen settings. e.g. fullscreen > exclusive
3. Try DX12. In GOG Galaxy open the aor page and click on the More button (right next to Play). Look for Additional Executables and use the DX12 one to launch art of rally. If the game is using DX12 after launching, you'll see dynamic resolution available in "options > graphics". You could disable it, or try diferent settings, but make sure to set anti-aliasing to FXAA or SMAA when dynamic resolution is enabled.
4. Discord's hardware acceleration or another application's overlay could be causing trouble. Try to disable those. Of course check Windows Task Manager to see if other software is not eating up resources while playing aor.
5. Depending on your GPU driver version, either update your GPU driver or roll-back to an older driver version. We got several reports over the last months that Nvidia driver updates caused issues for aor and other software. Issues were gone after updating or rolling back the troublesome update. That was the case for me as well - currently using an older driver.

Already did that. Didn't help. My monitor has no G-Sync and my NVidia options have adaptive framerate disabled by default.

Funny enough, the DX12 version makes all landscape details (trees, bushes) disappear, despite highest details in the options menu. They still seem to exist in-game, since the cars can bump into them.

That might be worth a try, though that is not an issue in any other, far more hardware-hungry game.
Point 5:
THAT is a bit too much effort for having a little game like this run without stuttering. Since NVidias Software is very broken at points, chances are I mess up my whole OS with re-rolling drivers.
