Multiplayer button in main menu was removed via patched byte in game exe.
Restore the original state without superfluous workarounds as described in other posts.

Grab some hex editor go to offset or search hex values and change byte, save.

Btw. Multiplayer and Skirmish. Half of the game was cut.
I got the Army Men 2 Multiplayer button back via the hex editing listed above. Thank you. When I went to start a multiplayer game, I think the application froze after selecting the option to start or join a game. I just get a black screen and it doesn't let me switch applications. Anyone else have this same issue? Skirmishes with a computer work just fine.

There is no master service inside the game (as it was back then). It was additional application Mplaycom. Game itself going to MP ask for IP. You can press Enter to leave it blank.
And that window is a pop-up. Issues possible if some app interfer the game window as well. Too much overlay apps this days. Your gamepad/KB/mouse app can be an issue even if there is no visually any overlays/injectors. Nahimic, NV Experience, MSI Afterburner (and RivaTuner if you install it with MSI, download it aside of MSI not from their website). Input/usb devices again. Anything that come with the drivers. They are NOT part of it. And EVERY that driver-side apps are overlays and injectors.
Steam, Discord. Some else messengers if they "listen" what apps you launch to show that you in the game.

Also. Windows Firewall would appear on the first try goes to online. But in that case you should be able to Alt-Tab to it. And possible cant goes back to the game. Modern Windows cant handle such popups properly, especially in fullscreen. Win10+ very bad at handle games in fullscreen especially old ones.
Self-fixed at the next launch since Firewall appear only once.

Hang-freeze always happen on any Windows cause of how Windows load installed online connections and DirectX Dplay library. For me it looks like freeze-time increased a bit for non-Eng OS.

If you have Legacy Dplay enabled in Enabling or Disabling Windows features menu, should be no real issues.
If your OS are non-Eng make sure non-Unicode apps set to your language in Windows language advanced settings somewhere.
