Why was it given to Windows 8+(assuming Win10 too) but not ?...

will it ever come to 7?

In Windows 7, if you download the full June 2010 DirectX 9.0c package and install it as an administrator, DirectPlay should be enabled by default when it is required by a program.

In Windows 8, 8.1, and 10, it is not activated by default, and must be manually activated.
