Hi. Had this build saved in my files (with newegg's october 2013 prices). You can change CPU and GPU according to your local store prices and your budget.

i3-4130 130$
ASUS B85M-G LGA 1150 80$
Crucial Ballistix Tactical DDR3 1600 8GB 70$
HIS IceQ H787Q2G2M Radeon HD 7870 175$
CORSAIR Builder Series CX500 60$
Western Digital WD10EZEX 1TB 7200 RPM 64MB 60$
Fractal Design Core 1000 36$

611$ total

edit: i5 4570 (~70$ more) will be more beneficial to ArmA 3. You can find gameplay footage with different processors on Youtube.
edit2: changed PSU to CX500. The one i mentioned had only one 6-pin connector (radeon 7870 needs 2 6-pin connectors to power itself).

My answer is not as detailed as VSR but I just went through upgrading my rig to be able to play Arma2 at higher settings. This may or may not be obvious but for me the Video Card and RAM upgrade made the biggest difference for me. I was using an AMD Radeon 6000 series card. 1GB VRAM. I upgraded to AMD R7 series with 2GB DD5 RAM and went from 4 GB to 8 GB system RAM and HUGE difference. For the record, I have a 3.2 GHZ AMD Quad-core CPU, running Windows 7 64 Bit SP1. I didn't change anything other than the Video card and Ram and I'm able to play at very high settings with good FPS. Make sure you have at least a 500W power supply, if you decide to upgrade VCARD. Most of the newer cards require 500+.
OK thanks guys, I will suss those parts out, I already bought ArmA 2 when it was on sale, thats how committed I am to playing this game, I just need a better PC now.
