So I picked it up recently, during the time it was on sale, along with a few others. So far, a few of them have worked, and a few haven't. Arcanum hasn't.

Instead, when I load up Arcanum, I can create a character, go through the opening cinematic, and then boom. Nothing. The UI is there while the playfield area of the screen remains black. I can interact with the UI, but in the center, where the playfield is, if I try to move the cursor over it, the cursor does that weird lag thing where it makes a trail of cursors, which doesn't go away until I close the program.

Any ideas?

Both.
The game starts, so it's not likely to be a Win7-64 issue. (I have the same OS, and it runs fine). Rather, I suspect your graphics card and its drivers might be the culprit. What card do you have?
Yeah this definitely sounds like a graphics driver problem. If you don't have the latest drivers, try updating them. If you DO have the latest drivers, you may need to roll them back to an earlier version or find a workaround for your specific card.

I know it sounds weird that updating your drivers would help get a really old game to work properly, but it's definitely possible; I've seen others on these boards solve their issues by updating the graphics drivers.
They're up to date. I have a nVidia GeForce 9800M GT. It, along with most of the higher nVidia lines, I've heard cause issues with some older games. It may be that. Rolling it back just to play Arcanum doesn't quite seem all that great of an idea, though. For one, it'll probably set off Win7's "this-isn't-up-to-date radar" and it could cause issues with more modern games.

Have you tried unofficial arcanum patch (or UAP)?

Check this out and see of it helps. If it don't than you should probably install older drivers for graphic card.

Edit. Also if you manage to get this game working check this out http://www.terra-arcanum.com/downloads/. Especially hq townmaps patch and hq music patch. These three are a must for me if I want to replay this great game. Oh, forgot about high res patch as well. Get this too.

I had trouble on Windows 7 64-bit until I did the following:

Added "-no3d -doublebuffer" to the shortcut (I had already run the community patch).

Ran the program as an administrator (apparently you only need to do that if you let the game install to the default folder, Program Files x 86, like I did).

Now it works beautifully, and I have even got it running at my laptop's native resolution of 1366 x 768 which surprised and impressed me! (I thought the game would stretch, but it didn't!)
