I'm having an issue with the trade window. Whenever I open up a trade window that scrolls, it gets stuck at the top. Clicking down and dragging down doesn't do anything. When I use the mouse wheel to scroll down, it flies to the bottom and gets stuck, same problem as before. If I play with it for about 4 minutes, I can get it to move where I want it, but that is a game-breaking solution.

Any actual solutions?

What kind of operating system are you running, and how recently have you checked your mouse and graphics drivers?

I did, and it worked. However, I didn't have my mouse inserted, and I had to use the trackpad.. I don't know what it means, but I can play now.

It's a driver problem. It's relatively common, and a reboot always fixes it.
