So I have two levels in melee, and go into the Shrouded Hills Bank. There is a guard there who offers to train me in melee for a good price, and I accept. My character skill sheet doesn't show that my melee skill went up, but now lists me as a melee apprentice. I am confused? What is the difference between paying for training and raising a skill myself? Thanks
Raising a skill yourself increases the chance of succeeding in the use of this skill.
Paying for training gives you special skill bonus. For example melee apprentice increases your speed with a melee weapon.
I see - thanks. Eventually I found it in the manual. I sure wish there was an index or table of contents - especially as it's 190 pages

I noticed that after I have become an apprentice in a skill, let's say melee, I am still offered training to become an apprentice by others in the same skill if I inquire about it, but still only at an apprentice level. I assume this is not the way it is supposed to be and that once I am trained as an apprentice in a given skill there is no need to further train as an apprentice; that at that point I need to start looking for a higher level trainer? If that is the case it would be nice if the game didn't allow the risk of training again for no reason. Thoughts? Thanks

Yeah, you continue on to find "the next guy".
Risk of losing ~100 coins is not a risk and if you can't remember, or don't care to remember, maybe it's just alright for you to pay the training fee again. Assuming that they even do train you again, I think they just point out that you are already on that level of education.
I don't know what patch your running dogeddie but at the standard of which you download from gog when you inquire about apprentice training and allready have it they will tell you that you're allready an apprentice and need to find an expert- thereby you cannot pay and no money will be lost :)

edit: i know this also to be in the very buggy standard version of the game which you got of the disk in its days.
