I'm doing my best trying to enjoy this game and it's slowly improving. A few questions:
Some of my skill ranks seem halved. Having rank 1 in a skill usually means about 1 cm of red stuff, I only have 0.5 cm on some, what does this mean?
How do you use the transport system in Tarant?
I'm getting my ass kicked by lvl 3 wolves even when I'm lvl 10, what's up with that?
Can you find schematics of things that can also be learned through the usual handcrafting progression?
I probably have more but I can't think of them at the moment.
Would appreciate if you could help me shed some light :)

Well, the schematics link you gave me answered one of my questions by spoiling, I guess that's fair.
Regarding wolves, the link you gave me did not explain why lvl 3 wolves are more dangerous than lvl 20 rodents.
What about the skill bar bug? I don't see it mentioned anywhere.

Skills are effected by both your race and background. For example, Dwarves have +2 to all tech skills, while Elves have -2. Each 1 cm of a skill represents 4 points to that skill. So a starting Dwarf who gets one character point added to his Repair skill will have 6 points in Repair. If that same Dwarf has the Apprenticed to a Blacksmith background, he'll have an additional +2 to Repair, resulting in a full 8 points in Repair, or two character points' worth.
It might be a little confusing, but it IS an intended game feature, not a bug.
How do you use the transport system in Tarant?

Just hover your cursor over a steamrail station and click on it. A dialog menu will come up to send you to different stations.

Are these ailing wolves or straight wolves? If you're getting your ass kicked by ailing wolves, you do have issues. Straight wolves are fairly dangerous through much of the early game, usually. What sort of character are you using?

No, you have to spend character points on a discipline to get those schematics.

Follow up:
I spent 2 character points on the pick pocket skill, but the game only shows me 6 points according to what you said. I don't quite understand this since the first character point gave me 4 points, then somewhere along the way it just dropped down to 2 before I leveled again and raised it to 6. What could have happened? I don't have any backgrounds or curses or injuries... maybe gloves? Should I remove my gloves?
What is the net effect of these 'half' ranks of a skill?

Some gauntlets do incur a penalty to pick pocket (particularly the better, heavier gauntlets), so try removing them to see if your skill returns to normal.
Yes, heavy gauntlets can cause a penalty to pickpocket, though you shouldn't have any of those in the early game.
As for the effect of "half points", basically, apart from combat skills where the chance to hit seems improved a bit, they don't have any.
That's why the backgrounds that add less than 4 points to a skill are fairly useless, and it's a very bad idea to have something that removes a point or so in a skill you want to use equipped. It will be as if you had lost a full cm in the skill.
