I'm like level 36, and I've noticed I stopped getting points for the past few levels.

You may have accidentally turned on a build scheme, which assigns points for you according to a predetermined schedule.
Go to the character screen and click on the white box in the upper right hand corner above the magic-tech scale. If it says anything other than No Scheme, set it back to No Scheme.
You won't get back whatever points it already spent on your behalf, but you'll be able to control where any new points go for the rest of the game.
