Someone mentioned that while this game was fantastic, it had a ton of bugs at release. Have there been any official, or fan made, patches that address them?

There are, in fact, fan-made patches to address issues with the game, including bugs. Not everything can be fixed as far as I know, and the original author is no longer updating it, but the unofficial patch goes a long way to improving the state of the game.
