I have done the research, but do not get the option in the building menu. This happens on every game I try. Other options show up greyed out since I have not chosen to research them. Pretty much makes most research pointless.

You can't do that in every mine. Only specific ones can be upgraded to unlimited resources, if that is what you mean.

You need to have it researched, and the mountain has to be able to sustain it (it will show a infinity sign if you place a mine in the window where the total is) generally you should be pretty easily found somewhere (easier to find then in 1602)
