Anyone else have this issue? The dialogue voice over works fine during cut scenes but never during gameplay/free roam (when you click on characters and text dialogue comes up).

I've googled the heck out of it but only found 1 other person talking about the issue (on Steam forums 5 years ago). I've watched a few youtube playthroughs and some people appear to have it working and not others.

It's driving me crazy because I've tried everything to fix it. Tried the game on 2 desktops and 1 laptop (Helios 300). Windows 7 and Windows 10. All audio device drivers up to date, stereo enabled etc.

No error messages on console either. I even suspected it may have something to do with the voice over MP3 files being in 128kbps format and the rest 112kbps but that's not the issue as I've tested copying some of the dialogue 128kpbs files to the music section and renaming the dialogue files to music sequences (worked perfectly).

I really hope you've figured it out by now, but there is only voiceover dialog in cutscenes. You're looking for something that doesn't exist. The youtube videos you watched probably involved the video creator reading character dialog rather than playing game audio.
