I'm certain the issue will be fixed eventually, though as of now there are no downloadable installers available (via Galaxy or the website).
The "Download and Install Now" button typically found under the game's library listing on the website is missing as well.
[Edit: 2021-11-12 -- This issue has been partially fixed. The offline backup installers and "Download and Install Now" button can now be found in the library listing on the website. The backups are still unavailable via Galaxy, as there is no "Extras" tab, though the game can be installed from Galaxy.]
