After I start either American Conquest or Fight Back, and then start a random map, it shows the map and people on it, but it doesn't react at all to mouse clicks anywhere, and the game looks permanently paused.

I had the same problem. Then I changed the Data Execution Prevention settings and it worked. The link is for Win 7, but it also works with WIn 8.
