The files are already in the game to top it all off, probably just a set the trigger and recompile kind of fix which nobody would (or should) accept to pay extra for, especially when trying to create goodwill and converting any existing Steam owners.
First of all this game is technically good and on par with modern operating systems in the world (2024). People are always endless complaining about life, weather and taxes. So you want the DLC for free without paying.
If all games would be DRM-free and the associated DLC for free, the game-industry will become bankrupt.
As happened in 1983 with the videogame crash: too many games developed and less customers willing to pay for the games. I don't understand your argument of : the files are already in the game.
The files doesn't belong to the customer, it belongs to
the owner of the intellectual property (IP) which is Sega at this moment. Steam delisted this game five years ago and GOG has reinstalled this title.
I feel sorry for the current owners of Alpha Protocol on Steam, but this fact doesn't justify to have this game for free.
While on GOG we have to pay for this game. Strictly business.
