Are you using mouse wheel (it doesn't work this way for me either)?
Try to move the slider in the list with your mouse cursor.
If it doesn't work too - what browser you use?

Mouse Wheel doesn't work, you have to click and drag the slider.

I'm having the same problem. I've tried clicking and dragging the bar but that doesn't work either
I'm using Internet Explorer 9

I've noticed in IE that dragging the bar is really sluggish, but it works. In Chrome & Firefox it's very smooth. Switch up browsers maybe?

Thanks for help ! I was using Explorer and switched to Safari. All good now.

Using the "Compatibility View" Button of IE fixes the issue!
