Will AOW3 have a manual of some kind since the other games in the series have had problems with getting legal PDF's that one could buy with the legal game?

It does not show a manual as part of the extras, but I believe there is supposed to be an in-game and in-character manual called the Book of Wonders.

You don't need a manual. The AOW2 manual only listed units anyway.
Either that or it was a full manual and I can't remember because I don't remember directions for the performing of infantile tasks, like how to click around the interface.

There is a in-game encyclopedia called the Tome of Wonders. This also expands on how to play the game, as well as the stats of all units, spells and whatever else there may be.

Also, lvl 1 of the elven court campain acts as a sort of tutorial scenario, though its possible to lose.
