Anyone have an idea why I can't annex the province at the south end of the city? There are two areas just below the Ritual Pyre that aren't being offered, while at the northeast, I can choose a province the same distance from the capital.

I'm still learning. I know each population lets you grab one more province. So if you have enough population it COULD be a bug or maybe there's a rule about how far you can stretch out from a city before you need to create a new one. Or is it possible that province has no resources?

maybe an uninhabitable province? those cannot be annexed
