I'm on the first map for the cult of storms campaign and a bit stuck. The goblin village was taken over before I could get to it, and now I don't have an option to migrate any cities to other races. The migrate box is empty. I can only loot or raze them...
Is this deliberate?

I just tested this out and if I let the elves take the goblin town I can still migrate goblins into their towns afterwards. So it might be worth restarting the campaign and seeing if it changes if you save the town early on.

Ugh. It's a bit of an pain, but I'll restart the campaign.
