I have all the DLC for the game, finished the base game and acquired all 40 hourglasses, but I can't access any of the DLC. Using their respective panels just gives me the ad for the game and directs me to the store page, and ice statuing the manhole in the lab doesn't work.

Edit: Fixed. Apparently I have to manually download and install the DLC myself? Dunno why I have to do this when Steam does it automatically but whatever.

If you're still around, can you please tell me how you fixed/manually downloaded the DLC? After upgrading to GOG Galaxy 2.0 I don't even see Nyakuza Metro as an option in the DLC menu despite owning it. Seal the Deal works though.

As I was in the same situation than you and SuperLlama42, here what I suppose he's done:

You can download them using gogdb : www.gogdb.org/product/2083785135#downloads (I did not find a better way)

Or using lgogdownloader (I do that to keep a backup of my gog games).

You could probably raise a support issue to GOG since it is clearly a problem (the DLC does not even appear in my library but is flagged as such).
