I noticed a post on Steam's forum that mentions graphics card vsync settings can fix the screen tearing. For Radeon (I have a R9 390 but I think the drivers are the same for all or at least many of the cards) I found that just forcing vsync didn't fix the issue. Enabling "Radeon Enhanced Sync" removes the tearing, however there is a bit of a jarring screen movement at least at times where there would be tearing. Also enabling "Radeon Anti-Lag" reduces the jarring screen movement quite a bit, so I'd recommend giving both settings a try. They might even be on by default if you haven't changed anything in driver settings, although I recommend turning off a bunch of those driver "enhancements" by default since they can cause issues with some games; you can change settings for particular games under the games tab of the driver utility. I'm guessing Nvidia has similar settings that can help. I haven't played too long with these settings (the tearing didn't bother me until I went back to look at a few things again after finishing) so possibly they could cause other issues, but worth a try if the screen tearing bothers you.
