It was one of the first games I've bought after my parents gifted me the PS1, and even decades later, even with rose tinted glasses off, there's still nothing like it out there. Yes, there was Road Redemption, but that game unfortunately was very bland, and they decided to add guns, which completely undermines the experience.
The banger soundtrack, funny screams of the riders, then taunting eachother and the police that inevitably shows up and a fun, engaging and one of a kind combat system really makes the series as a whole stand out, but Jailbreak in particular pulled it off the best.
This game is truly a blast, if there's ever a chance for it to come out for pc in a reasonable state, without having to go through emulation hurdles, let alone "finding" a copy, then it would at least make some people, including me - happy.

The Blackhand Edition adds a second path that the player may take through the game, that of the operator. While the enforcer's goal is to destroy the other families through brute force, the operator's is to blackmail the police chiefs of the five boroughs by finding enough "dirt" on them during missions. The player then blackmails the chiefs, enabling the bribe gauge to fill to the top for free every time the player talks to the chief, effectively allowing the player to take control of the police in that area. The police fight alongside the player's family members and can also arrest or kill rival family members. The course has two sections: speed track, and stunt track. Speed track is longer, but you can usually achieve higher speeds. Stunt track requires you to perform several stunts such as jumping bridges, driving through a loop, and so on.
Crashing the car has no serious consequences and indeed shows a replay of your crash from a cinematic angle. Admire your crash head-on into the cement truck, or clipping the minivan, or flying off the bridge in the wrong angle... You lose several seconds as your car is "reset" and you get up to speed again.
The home conversions retain most of the then-advanced 3D graphics but lack the force-feedback that was in the arcade version.Action
