green.anger: You can always add non-Steam game to Steam. I've read in the other thread someone claimed he could do it and even use Steam features to get FPS during gameplay. Not sure it was true as haven't followed recent Steam client changes.

Ok, if you buy TW3 on Steam, most of the money will go to CDPR, so you'll support them anyway. You like Steam more - use it. For myself I've decided to stop shopping at Steam, but I still may play a game or two on Steam since it has some titles GOG does not.

If CDPR/GOG gave out Steam keys for The Witcher 3, they would be endorsing and supporting (not financially) their competitor. They have been heavily investing in creating a GOG Client that is similar in some ways to Steam, GOG Galaxy, that they hope will help those that like Steam so much (blech!) enjoy the GOG experience a little more. IT makes no sense in any way for GOG to encourage their customers to use Steam.
I understand if you buy on GOG or Steam that you can't switch platform, but what I don't like about this way CDPR/GOG is doing it, is I like my games on Steam *One place for all my games* but I normal buy from internet/local shops *For a cheaper price then on Steam*, but if I do that with The Witcher 3 I am forced to use GOG instead of Steam.

in last years i've been forced to use steam. 90% of games use steamworks. You like steam? no problem. but I hate it. and wont use it. - so I cant play a many games. You guys dont like GoG? -fine just download installer and forget about it.

But that still does not chance the fact that if you like to use Steam for Witcher 3 you can only get it on Steam, not from your local shop, so yeah if bought outside GOG and Steam you are forced to GOG.
well, i didnt buy retail. but I thought game on disc is entirely drm-free but has gog-code as a bonus. corect me if I am wrong

Yeah, in this case you have no other options.
or maybe gift from a friend from other region where it is cheaper, but i think steam nerfed thislong ago, not sure for all regions.

Sounds like you really need to check your expectations because they are beyond ridiculous. I've been super pissed every time I bought a game and it made me use Steam. This is NOT like that. You buy retail, you don't need anything else, but CDPR was nice enough to include a FREE code for GOG. IF you wanted Steam, well then you should have bought FROM Steam. No exceptions should be expected.

Sounds like you need to Games -> Add Non-Seam Game to Library.

And I'm not happy when I buy outside of Steam to have the options to get it on steam, and buying a new game on Steam is to expensive, why I get it from local place (internet/store).

But I can see I'm at the wrong place, the place where all the Steam-haters are. So I'll leave.

Just for the record, a game being DRM-free does not mean you own it. Even back in the day, when games and movies and CDs had no copy protection, you still only bought a license to use them and it was still illegal to duplicate and distribute copies. Technically they even had the right to demand you uninstall a game or software and return the physical media to them if they decided to revoke that license for whatever reason. Of course, that's not realistic and I'm sure they rarely exercised the right, if ever, and that's why they eventually had to come up with DRM to enforce licensing remotely. But that situation still applies here, to DRM-free games from GOG, more or less.
