For me it wasn't as bad as others, but every 10 steps or so there was a noticeable 'skip'. I attempted to fix it with Win95 compatibility as well adjusting the DX wrapper settings, but I do not have the option to set it to 30 Hz.

Folks you can fix this bug with a quick hex edit. We shouldn't HAVE to do this, but, for now it's an option until they patch it...

The GOG team needs to update their wrapper to allow us to use 30hz for our resolutions so we can get a smoother experience by locking it to 30hz and vsync for 30 fps. Or let us adjust the vsync options to get 30 fps becuase 60 fps is sloppy.

We cannot use 30hz because of the display... (only some displays support that) and i'm not using an hdmi cable...

If someone is not very technical, I will make the steps easier for them (as I have done).
1. Go to https://hexed.it/, and upload the ResidentEvil.exe file.
2. Search "8935FC454D00".
3. Replace what is marked with "909090909090".
4. Save the file on your computer with the same name, and replace the original .exe with this one.
5. Open the game from GOG.

60 fps is actually the intended speed, otherwise it breaks all menus that run at that pacing, not to mention door transitions. 30 fps is not a solution, the game already knows how to halve its speed depending on what it's executing.

Just applied the HEX edit. Fixed the issue, both with the jerky animation and Jill moving in what feels like 2x speed. Now running the game at 4K / 60fps with no issues.
I hope GOG can patch the game so it doesn't require a HEX edit to run correctly.
Incidentally, what does the HEX edit actually change in the game logic? Anyone know?
