pressing shift+3 isnt working so i have no idea how to type in the # symbol
# is the number of the town. There are five towns, 1-5. Just press 1 to get to the first town where your party starts.
This should become a sticky, I thought by hitting 3 I was hitting # and then it looked like none of my characters were availble so I assumed I needed to add them to a party in the prior screen and spent like 10 mins trying to figure out how before coming here.

I guess now I will try hitting 1 instead if 3 and see what happens.
Yes, if you hit 1 you should see all your characters in the inn in Sorpigal. I've seen a lot of people ask this on the forum, so it would be good to have the answer somewhere easily accessible.

Later, if you save your game at a different town, you will use a different number to find your party next time you load the game. But when you're first starting, all characters are in Sorpigal, town #1.

This one ended up with me doing some Googling around after the game manual didn't help out. And it was this forum that helped me. I was on the party screen hitting CTRL+Letter of Character and they weren't making a party.

To clarify, hitting the number of a town (1-5) at the main screen will open up the town. Then you hit Ctrl + Letter of Character to add or remove them from your party. Then hit "X". Hitting "#" from the main screen for me always seems to go to Town #3, which I have no characters in— so that isn't particularly helpful. Maybe it's a shortcut you have to set?

No, it's just a confusing instruction on the screen. It says to press "#", by which it means "press the number of the town you want." You always have to hit a number from 1 to 5 when starting the game, there's no shortcut. First time you start, you have to hit 1, because there are no characters in any town except town 1.

Haha, wow. I did not pick up on that at all!
Maybe this should be under a different topics, but there are a few things not explicitly explained in the reproduction manuals, which I have the originals.

Make sure that you enter an Inn to save a game. Once you have entered an Inn and "registered to stay", hold the ALT key and the letter Q to quit. This should insure your game is saved.

from the Instruction card...

NOTE: Pressing 'ALT Q' other than after signing into an Inn will result in the loss of current game information as explained on Page 19 of the Manual in the Game Over Section.

Cheers!

EDIT: To be clear, 'ALT Q' is to quit. Only use when you actually want to quit the game.

There's only so much you can learn about reproduction from a manual.
