Many people have written instructions for running Interstate '76 with hardware acceleration using a Glide wrapper, but for what it's worth here's my take on it using dgVoodoo:

These instructions are intended to be clear and concise. Working through them should take ten minutes or less.

In addition to enabling hardware acceleration (which looks substantially better than software rendering; see the attached screenshot), dgVoodoo can also limit the game's frame rate (which is covered by my instructions). This prevents a number of bugs, including the player's vehicle being unable to make jumps and computer-controlled vehicles driving slowly while rapidly steering left and right.

I hope these instructions are helpful.

Every 2-3 years I try to get this to work.

This is the solution that finally did the trick. Thank you so much for putting this together!
I just tried this step by step and it doesn't work. Black screen then nothing.
I feel like this is so close to working for me. Game runs, and it seems like the FPS IS being limited, but the AI is still bugged out (Jerky, doing the "Constantly steering left and right" thing.) If I change the FPS limit value there is a noticeable difference so that's why I'm pretty sure that is working. If I use the All-In-One patch I get fixed AI but broken music.

If anyone has any ideas on how to fix this it would be much appreciated, please help!

I'm glad my instructions have helped at least a couple people get the game running with hardware acceleration; I'm sorry the process hasn't worked for everyone, though.

Not sure if related, but I found that Windows' "fast startup" would leave things in an odd state and prevent the instructions ftom working consistently.

Doing a proper "restart" would clear the problem and I eventually disabled fast startup completely. Now, instructions work flawlessly and consistently.

Maybe a caveat to include or something to suggest when issues come up?

Any way to get the music working?
It seems like nobody knows how to get the music working, weird.
music works for me out of the box -- have you tried the typical stuff? restarting, reinstalling, update drivers, etc.?
The music works for me (whether I run the game using dgVoodoo2, DxWnd, or as-is). The only problem with the music that I've noticed is that it continues to play during cutscenes, which is a known issue that's explained here.

However, it appears that GOG may have modified the game executable at some point and introduced a change that caused the music to stop working: this thread from February 2021 discusses an update and two people mention that music stopped working after the update. I downloaded Interstate '76 from GOG in January 2021, so I may have a version of the executable from before the change that broke the music. There's also a patch available elsewhere that reportedly causes the music to break when used with the GOG release.

That said, there's another thread from 2017 in which three people report that the music isn't working, so it may be a computer-specific problem.

Two questions for people for whom the music isn't working to try to narrow down the root cause:

1. Does the music work when you run the game as provided by GOG? (Without using dgVoodoo or making any other changes.)

2. What's the MD5 hash of your i76.exe executable? (You can determine it by running "CertUtil -hashfile i76.exe MD5" in a PowerShell window; see my comment here for details.) The MD5 hash of mine is 9a232dcc2c164648cff20c414c1f9698 (and, as I mentioned above, I downloaded it from GOG in January 2021).
Does this also work with windows 11?

Glad to hear that this setup works on Windows 11! You never know what might break when a new version of Windows is released...
