Kabuto: I used that example from a fine to original cost ratio perspective. Where I live a bus/metro ticket is $3.00. Fines range from $250-$300 plus administrative fees. There's no one time get out of jail free card either or using the I have the $3.00 in my pocket right now defense. First time offenders get the same fines as seasoned guys skipping out on paying.
$1000 is $50 times the cost of the game. In my example, the fine can be over 100 times the cost of a ticket. I suppose there's no additional fee if you go to court to fight it like it would be if you contested CDP's charges but there's some validity to my argument.
On one hand that's mathematically sound, on the other it's incredibly regressive when income is considered. This is the reason fines aren't generally levied like you suggest, they take into account damage done vs. median income. The reason the fines on public transit are between 200-300 USD is the same reason that fines on shoplifting are in the same range, regardless of the item shoplifted (up to a certain amount where it gets processed as felony theft).
