Not sure I'd agree that it's the worst, but I agree that it is highly overrated.
One of Deus Ex's biggest faults is that it is a game that tries to convince itself that it is some kind of tactical sandbox, but then only provides you with the means to pursue certain fixed solutions, with many otherwise logical approaches ending in completely illogical and bizarre dead ends.
Its gunplay mechanics suck, the AI is a joke and inventory management is a spectacular pain in the ass.
I've tried to love it, but I just lost interest as many scenarios became bizarre feats of illogical trial and error.
It was also a wonderful example of the limits of the Unreal 1 engine. Great for pure FPS, shite at everything else.
Psyringe: I don't know, I think mentioning games like Deus Ex or Mass Effect as the worst of all time comes off as pretty ridiculous when games like "Custer's Revenge" exist ...
Except, despite the controversy and the subject matter, the quality of Custer's Revenge's actual gameplay is pretty much in line with much that the Atari 2600 had to offer at the time. No worse and no better.
Reprehensible? Yes. Worst? I doubt it.
Also, if you want to go down the road of poor taste, how about the infamous
KZ-Manager? That video is the "Hamburg Edition", but I recall hearing that the original version for the C64 (I think?) was actually about exterminating Jews. I honestly have never had the inclination, desire or stomach to go hunting for that game to find out for myself.
