If I remember right, the game 'Loren the Amazon Princess' has this too with some of the nudity and the sexy bits locked out from the steam release (though it can be worked around via installing the demo and using the options menu there).

But Everlasting Summer did have a rating but still got censored.

What kind of sexual content did Everlasting Summer have? Unless it was extremely graphic or featured underage-looking girls, I think Steam made a mistake here.

Unfortunately these things are never based on actual facts, they are based fifty miles back from the actual facts because having a massively huge safety margin is today's hit fashion... (For the most idiotic extreme examples, see the mind of the bureaucrat)

Quality can be argued, sexuality is sexuality. And Steam is an american company, so for them it's just simpler to censor it and live with the bitching of the customers from countries that aren't so prudish about it.

You might, since the whole graphic style is a wink to the (very) old JRPGs, although pixel-art is not purely a japanese artstyle.

But if you don't, you might try "Embric of Wulfhammer's Castle".

Although for this one, I would suggest to play without the "mature art" (it can be disabled when you start the game), as I found the story and 8-bit pixel art actually more suggestive than the very amateurish "mature content". So that might defeat your "games with sexual content" specification. ^^
