I'm thinking you mean that the DRM they bought had no way to be used except with limited activations.
Pretty much, they needed activation, the product they bought couldn't allow unlimited activations, so they set it to 10 and kept refunding activations to every activated user every so often.

hedwards: I'm curious why the DRM wouldn't let them give 99 activations for the software. I can't think of any software I've installed more than a couple dozen times.
I can't answer that one specifically, though maybe Runic did on some occasion, I no longer recall if so. If I had to hazard a guess I suppose it might be a contractual stipulation with the software vendor to keep the cost at a certain level.
