Everything is scaled to your level so yes you can go everywhere and it is open but nothing surprising happens.
No, the amount of quests doesn't make a game great. However, you overuse exaggeration as means of expression so much, that you literally talk bullshit - like your no content / not open world claims.
By no means I consider Oblivion as a shining example of RPGs. But neither would I consider Gothics approach of respawning the complete gameworld with new enemies once you reached a specific plot point.
Edit: and the fed ex type quests? Your examples of Baldurs Gate 2 and Gothic 2 avoided that trap. Oh, wait. They didn't. You can take any RPG and boil down almost all quests to fetch / kill quests. Your point is?
