Whatevs. Some folks might be new and want to try for a giveaway. I'd use some high rep for trades, though.

It's possible to make new accounts just to join to increase chances. I don't see that really happening, though. (I could be mistaken or blind)
It doesn't matter what we think. It only matters what the person doing the giveaway thinks. His/her giveaway, his/her rules.

I think its up to the person doing the give-away maker. I also think that more "rules" are also up to the individual.

Fair? Is any giveaway fair? Even if you use random.org to draw the winner(s), you'd first have to accept that the majority not getting anything to be "fair", regardless of any rep requirements or similar.
Are there still people around with a negative rep?
