Tallima: Divine: Divinity is the closest to Ultima VII I've ever seen (Ultima VII is generally considered the best Ultima). And as bussinrounds said, Divinity: Original Sin would be the one to wait for. It'll be sparkling new.
I agree with you on that. Most people say Driftmoon is the closest to Ultima VII, but Driftmoon is a bit more Sierra-ish.
I would say, however, that Divine:Divinity is to me what Ultima VIII should have been.

If you haven't played Ultima VII, trust me. It's well worth your $6. It's not just a game, it's a world. Yes, you can have adventures and kill baddies, but you can also bake bread, pick pumpkins, thresh wheat, get menial jobs, and even work as Britannia Vice turning in drugs to Lord British's apothecary for money.
As for Ultima VIII and Ultima IX, just keep in mind VIII is an action RPG (in essence one of the predecessors to Diablo) and IX is a 3D adventure game rather than an RPG which is loosely based on Ultima.
