Mikee: As Cook say, there is no plans for other language versions. The biggest problem is not language of the site, but the fact that together with, for example, german site should come german versions of games. Which is very difficult, sometimes rights for translations, voices of certain versions are not in publisher's hands, and this makes buying rights for this games extremly difficult. ... .
Well afaik Interplay published most games in Europe, so they should have the rights for the translations. Easiest way would be to ask them directly and if they have the worldwide rights it shouldn't be such a big problem. If the rights are not in Interplays hand I agree that it will be almost impossble to offer different versions. But there would be still ways to offer them for example paying the right owner 10 cents for every sold german copy (could be checked with IP adresses) or something like that.
But still the question about the further possibility to download german versions of games if they ever release is not answered. I'd buy Fallout right now if I know that I'm able to download the german version as soon as its released (badluck for me if its never release :)).
