What does any of this have to do with the Third Amendment. Take it from an actual lawyer, there isn't a single Third Amendment case in the history of U.S. jurisprudence. Why? Because it's so literal it doesn't come up... and I have no idea why you think it applies here.

Basically it says congress is allowed to specify when they can take your shit, if congress hasn't specifically allowed the "taking" in question, then it's illegal.
I don't think the tank driver was ever willing to roll over tank man (please tell me if you're out of high school you know who tank man is, i.e. everyone, not specifically Darkk). A lot of people believe the US military (on the whole) would also refuse to harm US civilians and others believe that some of those "in charge" would like to change that.

It's more likely that we're simply continuing on our long quest to convert local law enforcement into something paramilitary in nature.

Really, it's not a good situation regardless of which is correct.

So far you've mentioned three totally unrelated things: troop exercises in LA, arrests corresponding to an 'Occupy' movement in Oakland (which mirrors the other dozen or so incidents throughout the country), and the 3rd Amendment.
