It changes gameplay quite a bit: Building outpusts means that you get more, to some degree self-sufficient, bases, while capturing 'points' or whatever shifts the gameplay more into proper territory control and logistics. Where in StarCraft a race with solid expansion has good building speed, in Dawn of War you need mobile troops to hold a bigger territory. Now I'm not saying it's the most revolutionary change ever in the history of RTS, but it has not been here before in this form, and your argument that 'Oh but it's not totally different, so it doesn't matter!' is as if you were arguing that RPG aspects in FPS don't change gameplay at all because you're still shooting stuff.
