IronStar: It's simple - they don't give a damn. Only thing they check is if DRM'd apps are associated with your account. If they aren't they don't provide updates. Learnt this from my own experience - they don't want to sell apps to Serbia.
Possibly. The GooglePlay API doesn't stipulate how programs should handle access to the GooglePlay DRM service. It simply provides a means to access the GooglePlay DRM service to determine whether or not an app is registered to that phone's/tablet's account or not. I suppose it's down to individual devs/publishers to determine what they should do if the check fails.
My information is based on the permissions that the HIB APKs require when installing. I've had the odd game from the HIB request permission to authenticate via GooglePlay (which had me hesitating for a second), but it's never caused problems.
It is indeed quite possible that the devs use this for purely statistical purposes in order to determine how many of the active users fail the DRM check.
On an unrelated note, I may have to start clearing crap off my phone and tablet in anticipation of this...

I felt the same before I bought my tablet. I was a little miffed that I couldn't play Avadon on my phone. Now I've got an Android tablet and actually played Avadon, the thinking behind why they left phones in the dark is apparent.
The game would simply be unplayable on something as small as a phone screen.
