What's so surprising here? Anybody who has had access to the internet for the past 5 years should have realized by now that Activision is all about milking successfull IPs until their metaphorical udders resemble metaphorical dry, hardened stalactites, while risk-taking and creativity are words you only utter on staff meetings if you're looking for a new job.
The Guitar Hero craze has somewhat died down, and since it seems the market is (for now) inundated with sleek, cheap party games and crappy plastic guitars, it's time to milk the newest massive success not created by Activision. And that happens to be CoD.
CoD: Black Ops, probably followed by CoD: Cold War Ops, then CoD: Alien Invasion Ops, and let us not forget CoD: Mafia Wars, a spin-off action-adventure simulation rpg, which fails to hit sales expectations and has it's expansion, CoD: Mafia Wars: Capo of Corleone cut halfway through development.
Then in three to five years, people are basically fucking fed up with CoD, and it's time to milk something else again, probably Motion Guitar Legend.
