But the little red thing in the upper-right of the screen, the one that says "Square Enix Account Management System" doesn't load for her, even tho it does for me when I go to the page. She tried with Chrome and IE, and neither worked.

Maybe she could clean up the cookies and then try again.

works for me with multiple browsers, firefox, ie, chrome and so on

try to clean the cache and cookies for that site and see if that helps

She doesn't use Firefox... I said that in the OP .

Let's assume for a start a DNS error. Try this link, though be aware that she should get a security warning that the site tries to be identified as secure.square-enix.com. If this link loads, then she can communicate with the server, but the DNS cannot lookup the correct IP. If she can't visit through this link, we move to more troubleshooting.

Perhaps she use some browser addon that block ads, sometime it could block legit things.
