The game was not "rushed out" by any stretch of the imagination. It came out the way it did because Broussard was completely incapable of enacting a feature freeze and finishing what they had rather than constantly adding in new gimmicks or trying to tack on more visual effects to an engine that couldn't easily accommodate them (seriously, the engine's performance is downright awful, despite being ugly as sin, and that just shouldn't be the case).
Without a clear direction in mind or strong enough leadership to set reasonable goals and ensure that they get met, a project of this magnitude will never get finished. This isn't a game that would have benefited from more time, because there was too much work to be done and the tech was already on the verge of collapsing. Throwing more time at it got us where we are now, so I'm not sure why you think even more time would have helped at this stage. They were at the "shit or get off the pot" stage so Gearbox released it, knowing that the IP would sell the game no matter what, with plans to make the
next game properly.
