While walking, at least one foot is at the ground at any given time. While running or jogging, no more than one foot is touching the ground at any given time. (With varying definitions of "touching", as the person most likely is wearing some sort of shoes, that touch the ground instead of the foot.)

Ahh yes thats a point, always wonder how walking became counted as a sport. What differentiation is there between running and jogging then? Is there a speed limit so the cops have to consult a speed gun for permission to chase someone?

None, at least none that people can agree about. I'd say it's mostly for people who think that "running" sounds like too much work, so that others can convince them to "come along for a jog" instead.

Well the story is the cops won't give two craps about the law, my friend who's out in cali says they have similar laws. It doesn't stop the cops from chasing you if you piss them off enough, and apparently it causes them to send the helicopters after you a lot faster... Although, for some reason I don't think they have too many helos in South Carolina....
