keeveek: Yes, when your salary (or your parents) is ONE PENNY higher than maximum for social scholarship. Which in Poland is 300 euros/month for entire family. You earn a nickle more, and you don't receive anything. I don't have to tell then you're pretty much fucked?
And before the poor ones were pretty much fucked, regardless of how good they were, as they couldn't pay for it. The wealthy ones always had their chance to study, regardless of how good they were (a famous ex-president comes to mind).
Now, if the 50-50 or 75-25 are better is debattable and something I (as a foreigner without much contact in Poland) can't say. However I'd have to ask, if you have any prove of morons / stupid people being able to study because of that, or if this is (what I suspect) political trashtalk without anything behind it to back it up.
