In the cartoon, he absolutely was. In the movie? Nope. He was not nearly as scary, intimidating, or effective. And worst of all, he served absolutely no purpose in that movie, he had had nothing to do with the plot, and unless you've seen the cartoon, he came right the fuck out of nowhere to clutter up the movie.

At times?! They were shit ALL the time. Revenge of the Sith actually has the distinction of being one of few movies I can think of that does not have a single, solitarty redeeming thing about it. Nothing works in that movie. Not a single scene, character, nothing. I mean, even in Prometheus you have Fassbender's android character with a few good scenes. It does not save the movie from being utter shit, but you can find
something about that's half-decent, if you really feel like being generous.
