Some sort of legal requirement. Maybe they'll be forced to pay taxes on it or something. It's not just GOG, an online service I use says they "will be forced to cancel and refund" subscriptions which extend beyond one year.
You "own" it in the same sense adults "own" their accounts, but your parent or guardian should consent to it.

This. That and the 'Don't use VPN' etc is probably aimed at limiting abuse of the regional prices and the inevitable regional traders that will pop up. Why pay full price for Witcher 3 after all when a Russian can just buy it for less than $15 and sell it to you for a little more than that.

Restrictions were bound to happen with regional pricing. That and they need to force regional sales to be able to offer regional deals, something they found out with Witcher 2 when they were forced to actively Geo IP their users rather than just let them set their own country on the fly.

true.... but i think in the netherlands this is more a 'technicality' ... if i had minors i would already know what they used there pc for... so... the point is to 'cover' themselves I guess... but this under 13 stuff is all over the internet

I never read TOS/TERMS etc etc unless they say there changed then i read them thorugh, only 1 time and thats it, cause usually when 1 sites had new ones the rest follow like sheep, so its a international online thing....

why do i never read those stuff: simply i am old enough to know what is and what is not possible, i know that all must behave ect etc etc ... so i dont read that stuff

VPN was to kinda 'protect' your internetsurfing BUT as with all good things VPN is so heavily abused by bad people.....
some use to keep returning from fora they were banned from... i know that cause in the past long time ago(10 years or so) i been mod and i had to ban lots of those, but these kept coming back because of that VPN and proxy stuff...
some abused VPN to creat multiple accounts while the terms stated 1 account per user, but VPN is too hard to shut out... so thats why i stopped modding.

I like the irony though. GOG is obviously located in Poland and yet they do all of their tax/money stuff from Cyprus but they take offense if one uses a VPN? I love double standards. Just a little food for thought.

Like i said i never read them, there to long.... I read them once, and only read again when theres news that they have been /will be changed as of a certain date... after that its no read from any tos/terms until tehres agaian a new tos and terms, never read the tos from the setup/installers from programs :D

3.3 might need a statement differentiating between gifting games I bought for myself and gifting games I bought as gifts. Some may interpret 3.3 as, I can give away copies of games I bought. I don't think the "personal to you" comment covers it very well.

I'm also curious about the gifting limit. I don't have a problem with it, but am curious anyway ;)

Cyprus once was a tax haven. I'm not sure if it still is by now (I doubt it) but that was GOG's reason to run their legal and financial business from there.

Public profiles are coming? That should make a lot of people happy, given how heavily GOGWiki is used for that purpose.

Section 9.1 of the privacy policy is a bit awkward to read - it appears to suggest that saving game progress to your GOG account means consenting for GOG to give your email address to third parties. That can't be right. I understand that GOG has no responsibility over information that we ourselves provide to third parties, and that GOG won't provide information about users without consent, but what information is up for giving consent?

Maybe damage mitigation, in case someone gets onto your accounts and redeems all the gift codes you have.

6.6 this is a personal preference, but I would remove the 'how-to' for those that may not have already known a possible exploit.

6.7 talks about refunds and the language indicates what can happen to essentially void the chance for a refund. (i.e. downloading the game or streaming the movie).

6.9 talks about bonus codes (credit) and how you can lose those if you "return" the product.

I would suggest adding to 6.7 that use of any bonus codes or credit from an associated product ALSO voids the refund opportunity since it can no longer be retrieved from the user once they use it.

This is another personal preference / hope of mine. I was really hoping that GOG would head towards true store credit. As in, I apply cash to my account where I can buy games from my account credit. (I.E. like prepaid game cards or paypal transfers). If you accepted that (and I really hope you do), then this policy would not be acceptable. I understand expiring free game offers, but not true cash.
