If the latter was the case,the organization would have ceased to exist a long time ago due to so many countries African and Middle East countries who just enter conflicts like it's nobody's business. How could UN should been balancing USA in Lybia, if it was UN own decision? What about Rwanda and Timor-Leste also (anyway UN suck, thats obviously)?
