The quick and easy explanation: DRM (these days) = the game checks online if you're permitted to play it. Most games on Steam (and all games on Origin/Uplay) do this. If anything goes wrong in this process -> no more game, temporarily or permanently.
DRM free (=GOG): You download the offline installer and keep it safe somewhere -> do with it whatever you want, for personal use.
offline installer = you get all the files needed to install the game - no need for an internet connection once you have them (=offline).
I'm talking about single player games here...
