Considering that apparently the dev team have all been let go, I'm guessing that Tencent saw an opportunity to take the IP and leverage it into something they think they can profit from. They'll probably reboot development and put out an SS3 that's more akin to a freemium/F2P mobile FPS with some kind of COD-esque multiplayer focus.
Sigh.

OTOH, Night Dive do have a further and fairly recent (Jul2 2019) System Shock trademark registration pending which includes usage of:
"IC 041. US 100 101 107. And that sounds very much like the sort of thing 10c would be into. Frankly Otherside failing looked inevitable since their Underworld fiasco and them losing their publisher. ND shopping the IP around was always likely.

I hope SS3 is a sequel to SS2 and not some reboot or remake with better graphics.

License should remain intact. Otherside Studious was f@cked by Starbreeze if I'm not mistaken, due to invest / withdraw shenanigans, they literally put a small studio on the edge of bankruptcy. I do hope Tencent will act as Producer / Distributor / Publisher (licensed) and not as something else. However they might as well bargain with Nightdive about internal spin-off development for local market base. But since Nightdive hasn't released SS1 Remake yet they also could be in a bad situation, so bad like it was with Interplay > Fallout and Bethesda... [fingers crossed]

Instinct definitely tells me they're making an entirely different and likely online focused game, but you never know. China funds movies all the time, so they might want to get into "traditional" games.

I'd have to say though, there is a lot of potential for Otherside to be struggling with any obligations they do have.

SS1 let you play exactly as you wanted.
So if you like puzzles and story, you could concentrate on that, and not bother with the combat.
But if you liked combat, you could do that instead.
SS2 forced you to use combat, no matter what. And didn't let you just focus on the story and puzzles.

Oh yes in SS1 there was a combat difficulty 0 where you have bystanders enemies. I see now... yeah, make sense now. And I for some reason played the game on hard (not impossible).
