I guess that deal was not intented, but quite some players stocked up a significant amount of Bioware point during that time. That might also be why EA can neither put ME2/3 and DA2 DLC on sale nor shut down BP. Offering ME2/3 and DA2 DLC will basically means double discounting the items. They cannot shut down BP outright either as they will need to refund all BP, including those bought with discount, in full. As a result they just leave the whole thing there, and forget about it.
JohnDoe60: Playing necromancer on a thread like this is good... just so devs and publishers know that while they may want to forget about it, we will not.
I'm hoping that at some point before ME:A is released they decide they will be better off double discounting (assuming that is the reason for no specials) than sticking with the overpriced content.
In the meantime I guess we just vote with our wallet, and complain at every opportunity.
Apparently, Gamestop has decided to sell Bioware points at 33% off, the first time I've personally seen them on sale, and the first time they've been available for a discount since 2011...
Personally, I won't touch any BP, or for that matter, reinstall any EA/Bioware products I have on Steam/Origin/GOG/etc. or purchase any new EA/Bioware product outright), until they either abolish that laughably obsolete virtual currency system altogether, or at the very least Bioware/EA or a third-party retailer discounts it at least 50%...
But if you absolutely have to get Bioware points, and don't want to pay full price (or buy discounted BP from websites of dubious legitimacy or taking advantage of different regions' pricing via means that could potentially endanger your Origin account...), this seems to be the only legit ticket in town at the moment...
As for ME:A, they'd better do something about BP by then, as inevitably, as time goes by, that game will be discounted/lowered in price. EA will look even more foolish than it already does if the BP system is still in place by then, as DLC for games that came out years before ME:A may well end up being priced higher than ME:A itself...
