Well $7M isn't really much in AAA game dev nowadays... Germans throw away a lot more for shitty movies that aren't even produced in Germany... Just ask Uwe Boll...

That's still huge, it's 30 million polish zloty which is a lot when you consider the cost of living is a lot lower here than countries like the US, Canada, Australia or Germany

Like Bamco in EU and WB Games in US + Spike Chunsoft in Japan if I recall correctly, so even though $ 80M were spent on development, it also includes promotion, publisher meetings, licensing deals and other stuff .
I would say the software itself costs less then all those big numbers of money involved.

Does it really, though? Development budget usually doesn't include marketing (which can already balloon the size of a budget by a ridiculous amount. Just ask Activision with Modern Warfare 2.)
